In a recent development in Intellectual Property Rights, the Government of India has extended the benefits of Start-up Intellectual Property Protection (SIPP) scheme to all the applicants, i.e. creators and innovators, using the services of the Technology and Innovation Support Center (TISC) established in India.[1] With the extension of the SIPP scheme for using the services of TISCs and facilitated by empanelled facilitator under SIPP, has now empowered the facilitator under the scheme for claiming payment from the Office of Controller General of Patents, Designs & Trade Marks (CGPDTM) on submission of certificate in the prescribed format issued by the respective TISC whose services have been utilized by the applicants.

TISC is a program by WIPO, which provides innovators in developing countries with access to locally based, high quality technology information and related services, helping them to exploit their innovative potential and to create, protect, and manage their intellectual property (IP) rights.[2] WIPO has collaborated with Department for Promotion of Industry and Internal Trade (DPIIT), Government of India and has established following TISC centers at:

  1. Punjab State Council of Science and Technology (Punjab)
  2. Anna University, Chennai (Tamil Nadu)

Similarly, the SIPP is a scheme by the Government of India with an aim to nurture and mentor innovative and emerging technologies among the Start-ups (recognized with DPIIT) and assist them in protecting and commercialise it by providing them access to high quality IP service and resources.[3]
